What would be the best paint to tidy up surface rust on subframes under the bonnet?

Something like engine laquer or will smooth hammerite do the job perhaps?

Smooth hammerite will work just fine. It can be applied direct to rust, but try to remove all rust beforehand.
You dont want rust anywhere near those places!
