Does anyone know if you can get paint (in can form) that changes colour with light/darkness?

I have seen cars painted with it but not in cans.

Why do I want this? I have a Corsa C with scratched wheel trims and no money to buy alloys (wife, kid and another on the way) so I wanted to sand them down and spray them with something that would give me silver with blue on a night.

My car already has LED sidelights (look blue) and Xenon/Halogen lights, so i thought this would go well. It also doesn't affect the insurance!
