Corsa E B12XER Low Compression

having a mare with a b12xer
Head damaged due low oil in engine. Cams valves etc. damaged
Fitted used good head.
Car won't start and low compression on all cylinders.
Dismantled and new piston rings fitted
Lapped in valves
re-assembled and still low compression circa 4 all cylinders
So: Timing ok
Valves now reseated ok
Piston rings done.
Only other question mark is chain seems stretched and has skipped a tooth before but when reset its still low compression.
Doing our headz in now.
Any helpful suggestions including sprinkling with fairy dust
