egr valve to replace or not ?

As far as I am aware, you have three choices:
(1) Try cleaning up the existing one.
(2) Buy a new one.
(3) Blank off the flange and do away with it.
If you haven't done so already, it might pay to start with (1) above
After that, the choice is yours.
